Todd Litman is founder and executive director of the Victoria Transport Policy Institute, an independent research organization dedicated to developing innovative solutions to transport problems. His work helps expand the range of impacts and options considered in transportation decision-making, improve evaluation methods, and make specialized technical concepts accessible to a larger audience. His research is used worldwide in transport planning and policy analysis.

Liz has worked in the transport and energy sectors for over 25 years. Prior to founding Retyna in 2018, a consultancy focusing on transport electrification, she was the General Manager Transport at the Energy Efficiency and Conservation Authority (EECA) where she led EECA’s electric vehicle programme. She is currently working on the new East By West electric ferry, assisting a major truck manufacturer introduce electric trucks to New Zealand, with a Regional Council on electric bus trials. Liz holds a Master’s degree in Natural Resource Engineering and is a Chartered Member of Engineering New Zealand and a Member of the Chartered Institute of Logistics and Transport.

Wilson Tam is the transportation planning manager at the City of San Jose, California. His focus is on long-range transportation planning, policy development, land use transportation studies, and modelling. He served as the technical lead in making the City of San Jose one of the first in California to shift its transportation evaluation metric for development projects from automobile congestion to vehicle-miles-travelled, a state mandate aiming to promote environmental sustainability. With 12 years of experience in the practice of transportation planning, all in the state of California, Wilson strives to enhance community engagement, inter-agency collaboration, and public-private partnerships that bring sustainable, affordable, and equitable mobility solutions to people of all ages and abilities. Wilson holds a Bachelor of Science in Civil and Environmental Engineering from the University of California, Berkeley, and a Master of Science in Transportation from Massachusetts Institute of Technology.
