Scott is one of the leading experts in public parking management in New Zealand. Scott led work to develop the National Parking Management Guidance for NZTA that assists councils around New Zealand in applying better parking management to support their strategic land use and transport objectives. Scott has spoken around the country to mayors and councillors about the importance of good parking management for healthy functioning town centres.

Biography

Career Overview Paul Barker joined Wellington City Council in 1993 as a young Traffic Engineer. Over the past three decades, he has progressed through a variety of leadership roles, including Road Safety Manager, Safe & Sustainable Transport Manager, and Transport Planning Manager. Paul also spent 18 months seconded to Let’s Get Wellington Moving as the City Streets Lead before returning to the Council in 2021 as Street Transformation Manager. Current Role As Street Transformation Manager, Paul leads a team responsible for planning, designing, engaging, consulting, seeking approvals, and implementing transport improvement projects across Wellington. His recent focus has been on establishing the city’s cycleway programme, parking programme, and bus priority projects. Paul provides leadership within the City Design Business Unit and the wider Planning and Environment Group, contributing to a range of planning activities that help shape Wellington’s future. Leadership and Impact Paul is recognised for his commitment to quality design and people-focused engagement, working collaboratively to co-create responsive and unique places that make Wellington a great place to live, invest, work, and play. With over 30 years of experience, he takes pride in seeing the tangible improvements he has helped deliver throughout the capital. Professional Recognition In 2022, Paul was awarded life membership of Trafinz, the local authority Traffic Institute, after serving on its executive committee for 20 years. In 2025, at the 77th AGM, he was elected President of Trafinz, reflecting his longstanding dedication and leadership within the sector.

Kylie is a Senior Principal Transport Planner specialising in business case and strategy development, parking management, and walking and cycling network planning. In recent years, she has specialised in parking management and strategy development. She is passionate about the role parking has in achieving positive transport outcomes for communities. She uses her skills in storytelling along with best practice to bring people along on the journey in what is typically a challenging and divisive topic. Kylie enjoys working with decision makers to explore what success looks like; and while she will seek to push boundaries for proactive change, she recognises the need to be pragmatic in order to deliver successful outcomes. She is particularly excited about the opportunities technology can offer, and she collaborates with parking technology suppliers to explore what’s possible.

Claire is a transport planner with over 20 years of experience in systems management, ranging from strategic transport planning to detailed design. Claire’s more recent mahi at Auckland Transport has focussed on developing and implementing parking strategy and policies to improve AT’s systems for managing this sought-after resource. Other aspects of her role have included integrated transport network planning, active mode planning and design. Claire is passionate about creating an urban transport environment that is safe and sustainable, enabling access and quality of life for everyone in Tāmaki Makaurau Auckland.

Biography

Sarah is from the UK but moved to New Zealand 20 years ago with her husband and sons. She has an MSc in Sustainability, Planning and Environmental Policy and is a Chartered Transport Planner with 34 years of experience in local government and consultancy. Sarah is deeply interested in ways in which we can use our transport infrastructure more efficiently to achieve better outcomes for cities and communities, and in applying her strategic thinking and problem solving skills to real world situations. Sarah currently works at Stantec NZ as a Senior Principal Transport Planner and is Stantec’s Practice Lead for Transport System Resilience.
